Hello from Ed Gould, Vice-President of our CSPCOA Council, which represents State Police captains and lieutenants in the Department of Public Safety. Late last week we received some welcome news in our effort to move the State to recognize our union rights - a Connecticut Superior Court Judge dismissed their latest appeal of the Labor Board's original 2006 decision. We scheduled the meeting so far ahead because the Administration has 20 days to file another appeal. Our union's Attorney Bob Kryzs suggested that we wait until the appeal clock runs out, so we can all be briefed regarding the appeal process and plan our strategy accordingly.
The last time the clock was running on an appeal, the Governor's Office of Policy and Management (OPM) waited until the last day at 1545 hours to fax their appeal.
A quick recap of where we are after two years. The State's Labor Board has ruled in our favor - twice. The Attorney General has affirmed their decision by deciding NOT to represent the State in its appeal. And now, this latest ruling from a Superior Court Judge affirming these previous rulings.
We will have to see if the State, in tough economic times with the Governor ordering a hiring freeze, wants to continue wasting taxpayers' money on an expensive private law firm, and continue the appeal process.
How much money have they wasted already? Read the Personal Services Agreement with the law firm OPM contracted back in February to represent the State in their appeal - the contract shows OPM agreed to pay $225,000.00 to fight the State's own Labor Board on an acknowledged wage compression issue...
Lets all hope that the "powers that be" see the light and sit down at the bargaining table with us. Hang in there. We are making progress (albeit at the speed of a glacier) but we will prevail in the end.
